Hmmmm, a bold print mini skirt with a different colored top (like purple top w/ black and white skirt) knee high sicks and converse shoes! Add a couple pieces of bold-er jewelry. That help?

Well when you say Pre-Teen I’m assuming between eight and eleven.
Hair – If it’s long and brown you could just leave it as it is, but if not they make official Miley Cyrus wigs that you can get at Claires.
Makeup – Soft and Pretty, a bit of sparkle would be nice.
Top – A cute sparkely cami, layered with a simple shrug.
Bottoms – A cute skirt, prefferably a bubble skirt, layered with somewhat lacey leggings.
Shoes – Sparkely flat would deffinitely work, but cowboy boots would be fun too.
Accesories – A headset microphone would be fun, it also makes the costume more recognizable.
