How can I become really good at Mario Kart Wii & unlock Dry Bowser?

I’m pretty good at Mario Kart Wii. I’ve gotten all karts and bikes except for one and all characters except for Dry Bowser. Is there any tricks I can do so I will get a one star in all 150cc cups to unlock Dry Bowser? I’ll answer your question. 10 points!! Please answer!!

Can you safely unluck the regional settings on your Wii console?

I recently purchased some games for my kids while in London (i’m in the U.S) and now they can not play them on our Wii console. I did some research and found that there are some softwares out there that you can install on your Wii and it will be unlock. Have any of you done that and were succesfull??? I have found one that is called “HomebreWare” and another one that they call “Freeloader”. Have you used any of them??? Below is the link for both softwares:
